On the one hand, traditional Muslims believe in a Divine Law that dictates not only their rituals of worship, but also many aspects of their regular life, such as business transactions and family issues. On the other hand, for Muslims living as minorities in Western lands, the laws of the land typically also regulate these aspects of life.
